Where does business logic actually live in your system?

Asking because I keep losing this argument in both directions depending on which team I am on that quarter.

Voted application layer and immediately regretted it after reading how option 3 is worded.

Option 4 is the honest answer for every system I have actually worked in.

Voted split. Anything that has to be true regardless of which service wrote the row belongs in the database; anything that involves a decision belongs in the application. The argument is always about which category a given rule is in.
